coaching philosophies

My season is over now so it is pre-season.
I coach in a small in town league not affiliated to Popwarner or AYF. though having many teams in the town creates a great feeder system for the h.s., the coaching talent gets spread out.
this year the guy I coached under did not beleive in fundamentals so there were not many drills. Just running plays. Therefore, the kids were bored and some are talking about not coming back.
Based on every clinic I have been to (and common sense) teaching progression is the best way to approach teaching the game. (walk before you run) Based on this I want to institute a policy or guidline of teaching the kids throughout the organization for those less knowledgeable parents.
I had many conversations with my headcoach on this philosophy to no avail so what I want to do is find it written somewhere by you all and from perhaps a reputable big name coach so that I can show it to the board and head of coaches to assure that this is what we expect from our coaches. In other words, this informeation is not from just another volunteer though I am convinced this is the way to go.
Any ideas would be welcome.
